  原標題:“千人計畫”海內外納才 年齡限制取消
  117日,記者從省委組織部獲悉,我省正式啟動海內外高層次人才引進“千人計畫”,取代此前的海外引才“百人計畫”。
  從百到千,只有一字之差,看似細微,實際折射出我省在高層次人才引進道路上的理念之變:人才視野和引才姿態更加開放,緊貼發展實際和需要的變化。
  省人才辦有關負責人介紹,和過去的“百人計畫”相比,這次實施“千人計畫”有三大亮點。
  亮點一:數量倍增,視野從海外擴大到海內外
  該負責人介紹,“千人計畫”與“百人計畫”相比,第一大亮點就是:引才數量成倍增長,引才視野更加廣闊。
  2009年初,根據中央決策和省委、省政府部署,我省“百人計畫”啟動,鎖定海外高層次人才的引進,提出用5-10年時間,分批引進,並重點支持200名左右能夠突破關鍵技術、發展高新產業、帶動新興學科的海外高層次人才來川創新創業。截至2012年底,全省分四批支持引進232名海外高層次人才、9個頂尖創新創業團隊,提前完成了“200名”的既定目標。其中,引進的人才中有117人入選國家前九批“千人計畫”,入選數居西部第一、全國第八。
  而“千人計畫”是“百人計畫”的拓展,引才範圍從海外擴大到海內外,未來5年,我省將面向海內外支持引進100個左右頂尖團隊、1000名左右高層次人才來川創新創業。“國內很多高校院所和企業也有高層次人才,有的比國外同行研究成果還好,這樣一來就把這個群體納入進來了。”
  亮點二:方向調整,以企業為主以產業為主
  “從引進理念到側重點,均和過去有所不同。”該負責人介紹,原“百人計畫”引進人才大致四六開,四成在企業、六成在高校和科研院所。此次“千人計畫”將重點支援方向調整為產業急需的企業創新創業人才及團隊,旨在鼓勵和引導更多優秀人才向經濟建設一線幹事創業。
  這次“千人計畫”將按照“突出重點、企業為主、項目帶動、注重效益、統籌實施”的總體原則,圍繞我省七大優勢產業以及六大戰略性新興產業發展需要,重點支援引進產業急需的企業創新創業人才及團隊;對科研院所、高等院校,主要支援引進直接服務四川經濟發展、其科研成果有望在川轉化或已在川有效轉化的應用型研究人才。

  亮點三:條件變動,為廣引才取消年齡門檻
  我省“千人計畫”分團隊引進和個體引進兩個類別進行申報,其中團隊引進包括創業團隊和創新團隊,個體引進包括創業人才和創新人才兩個專案。該負責人稱,這意味著個體引進不再分長期、短期和青年專案實施,而是根據引進人才的具體情況確定資金支援額度。
  一同取消的還有年齡的門檻限制。“百人計畫”的長期項目、短期項目要求人才年齡一般不超過55周歲,青年項目要求一般不超過40周歲。但“千人計畫”則取消了這些門檻,這意味著過去因一歲、半歲之差而影響申報的限制也徹底消失,能夠讓更多人才擁有報名機會。
  “引才的關鍵在於留住人心。”他稱,下一步,我省將採取“請進來”和“走出去”相結合的方式,大規模開展招才引智,同時進一步完善政策、增添措施、搭建平臺,努力實現人才引得進、留得住、用得好。
  解析
  引才計畫為何要調整?
  省人才辦負責人介紹,我省“百人計畫”的實施,示範引領各地掀起引進高端人才和急需緊缺人才的熱潮,帶動了人才強省向人才強市、強縣戰略深入推進。2009年以來,全省留學回國人員數量每年呈40%以上遞增。16個市州推出人才引進專項計畫,近年來累計引進碩博等緊缺專業人才和高層次人才3741人。
  海外人才來川後,將所學所長迅速融入四川經濟社會發展中,產生了“引進一個人才、聚集一個團隊、發展一個學科(專業)、興起一個產業(領域)”的“裂變”效應,對我省自主創新和產業升級發揮了重要推動作用。特別是一批引進人才針對我省產業發展規劃,攜帶項目、資金、核心技術等來川創辦、領辦高新技術企業,湧現出奧泰醫療、三葉草、飛陽科技、亞連科技等一批高新企業,有力地推動了戰略性新興產業的發展。
  然而,“百人計畫”取得巨大成效的同時,也存在一些問題:一是引進人才結構不盡合理;二是引才範圍有待拓展、引才力度有待加強、引才手段需要豐富。“特別是省委十屆三次全會提出全面實施‘三大發展戰略’,奮力推進四川‘兩個跨越’宏偉藍圖,對各類高層次人才的需求更加迫切,需要人才工作同步作出調整。”本報記者 周前進

    新華網北京9月25日電(記者劉元旭、周琳)限制副職,就提副秘書長、助理;領導職位滿編,就拿巡視員、調研員“頂上”……原本剛性的幹部配備,在一些地方卻極富“創造力”。
    截至目前,中央巡視組已完成的常規巡視中,11省份超配幹部被“點名”,僅遼寧就查出超職數配備幹部26272人。“清減-膨脹-再清減-再膨脹”的怪圈,凸顯一些地方“官帽子”當待遇發放的隨意性。不正其源,就難以消除公共職位的福利化。
    11省區市被“點名”,副職、虛職成超配重災區
    遼寧查出超職數配備幹部26272人,江西檢查發現超職數配備幹部5202名;吉林一次性解決和消化23個超配的副秘書長職位;內蒙古全區12個盟、市設有30多個巡視員、63個副巡視員,區發改委班子成員多達17人……
    2013年至今,記者梳理發現,已公佈的巡視結果中,因存在“超職數或編制配備幹部”,包括吉林、江西、內蒙古等在內的11個省區市都被“點名”。
    “幹部超配,表面看造成機構設置臃腫,實際上是‘戴帽掛號’的官本位思想作祟。”國家行政學院教授竹立家說。
    此輪整治並非首次。近年來,國家層面分別於2007年、2009年進行過兩次專項清理。但一些地方和部門幹部配備“越減越肥”的現象卻仍然存在。
    超職數幹部頻頻闖過“三定”,即便是中央多輪“瘦身令”,依然擋不住機構“超重”,一些副職、虛職更成為超配的重災區。
    今年,中組部將超編超配幹部治理列為重點工作之一。1月,中央組織部、中央編辦、國家公務員局三部門曾聯合下發通知,要求各地嚴禁超出核定的領導職數配備幹部,同時制定整改計畫,儘快消化違規超領導職數配備的幹部,消化前不得新配備幹部。
    沒職務先上級別,公共職位成福利補償
    “對於一些被曝光的幹部超配事宜,不少地區‘對外口徑’多是兼職掛職、工作需要,而這些理由難以站住腳。”北京大學法學院副院長王錫鋅說,我國組織法中只對“一把手”的職數有剛性規定,但副秘書長等職位的數量沒有明確規定,造成了地方超配的“彈性空間”。
    記者25日查閱南方一省會城市政府官網的資訊公開欄發現,一條資訊明確寫著“人民政府辦公廳核定行政編制74名,其中正副秘書長8名”,另一條領導班子及分工的資訊中,卻掛出了12個正副秘書長的姓名及分工。
    早在2009年,中央編辦就下文要求,省級、副省級、地市級政府副秘書長的職數按不超過其同級政府領導班子副職的職數來掌握。曾被中央巡視組點名的吉林省,上半年省市(州)層面更是減掉23名副秘書長。記者查閱多地政府官網,多位副秘書長“輔助”一名副職的現象仍不在少數。
    “副職、副秘書長、助理、巡視員、調研員……超配五花八門。”王錫鋅認為,實際中,不少是對被提拔人的福利照顧,甚至成為利益輸送,目的是為其下一步“上位”鋪好臺階。“法律上沒有職務,就先上行政級別,公共職位福利化的問題必須高度重視。”
    已提拔的“超配”幹部,想要清退並非易事。從目前的整改情況看,一些地方通常採取免去兼職、交流任職等消化辦法,而這種行政級別“只能上不能下”的治理辦法,其實“按下葫蘆起來瓢”,結果就是“副秘書長不超了,局級層面還是超”。
    竹立家表示,官員越配越多、板凳越坐越長,癥結還是領導幹部“能上不能下、能進不能出”,加之一些地方“換一屆領導提一茬幹部”、機構撤銷合併但幹部不減,很容易造成大批“沉官”。
    明確“編制清單” 為超配戴上“緊箍咒”
    從中央巡視發現的問題看,幹部超配仍如割韭菜一般,陷入“清減-膨脹-再清減-再膨脹”的怪圈。
    “要從組織法上明文規定,否則‘若干人’就變成了‘無上限’。”王錫鋅認為,當前要加緊明確副職等崗位的編制多少,定崗定編,出臺約束機制,嚴控職能部門的幹部規模。
    上海政法學院教授湯嘯天說,走出“割韭菜式”的治理困局,不能靠一時的“秋風掃落葉”,關鍵要形成剛性的約束機制。遏制一些地方幹部職數“膨脹衝動”,應從制度、監督、問責等方面多措並舉、多管齊下。
    要以立法的形式對領導幹部在各層級的“崗位清單”、“編制清單”做出硬性限制,推進幹部配備法制化,同時對相關責任人的責任承擔劃定“硬杠杠”,將幹部配備關進制度的籠子裡。建立監督舉報網路,對違規超配“帽子”的按照“誰提拔誰負責”原則,追責更應有下文。

(CNN) -- Dr. Rick Sacra, who entered The Nebraska Medical Center three weeks ago with Ebola, was released Thursday.
"The CDC has declared me safe and free of the virus," Sacra said at a news conference. "Thank God, I love you all!"
Sacra joked about now being a lifetime Huskers fan as he thanked his medical team, the biocontainment unit team and his friend, Dr. Kent Brantly.
Sacra and Brantly were infected with Ebola while working in Liberia with the aid organization Serving in Mission. Sacra was treating patients in an obstetrics clinic in Monrovia and was not working directly with Ebola patients. He said that he does not know how he became infected with the virus but that it's possible one of the women he helped had the disease.

Brantly, who tested negative for the deadly virus after receiving treatment in Atlanta, flew to Nebraska where Sacra was in isolation and donated his blood two weeks ago. Doctors believe Brantly's plasma had antibodies that Sacra needed to help his immune system fight the deadly virus.
The Nebraska Medical Center owns one of just a fewbiocontainment units that exist in the United States.
"I did say, wow, Nebraska? Who made that decision?" Sacra joked. "Once I heard about (the biocontainment unit) I was like cool, I've never been to Nebraska."
In addition to the blood transfusion, doctors gave Sacra aggressive supportive care, including electrolytes and IV fluids. The Nebraska doctors also gave Sacra an experimental drug called TKM-Ebola, which the FDArecently approved for wider use.
Sacra locked himself in his room for three days when he first came down with a fever in Liberia on August 29. A mobile CDC lab confirmed he had the disease on the third day, and by the sixth he was flying home to the United States.
"I never felt like I was not going to make it," he said. "The care was so excellent, so speedy, so prompt, that I'm just thanking God for that."
Sacra says he is now feeling good, though he's still very weak. He was up to five minutes on a stationary bike he had in his hospital room before being released, but even that tired him out.
Sacra has done missionary health work for the past 25 years. He had flown to Monrovia in August after learning his colleagues from Serving in Mission had gotten sick. Sacra worried that Ebola would cause a "domino effect" on the already vulnerable Liberian health care system and that people with common ailments wouldn't get help.
When Sacra arrived in Monrovia, that's exactly what he found. His wife, Debbie, has said there wasn't a single pair of latex gloves to buy in the entire city. Without protective equipment, medical clinics shut down. She says Sacra drove from hardware store to hardware store, looking for boots to protect his staff.
When he was finally able to open the clinic, for some it was too late. She says dozens of pregnant women who needed Cesarean sections turned up at the clinic after having failed to find help anywhere else in the city.
By the time these women arrived at Sacra's clinic "only the mothers' lives could be saved," Debbie Sacra said.
At the news conference, Rick Sacra thanked everyone around the world who had prayed for him during his time of need and asked for more prayers and practical health for the people of West Africa. "The Ebola crisis continues to spin out of control," he said.
He and his wife will return home soon, where Sacra said he hopes to take his dog for a long walk. He knows his recovery will move slowly, as Brantly told him to "be patient." But he is not ruling out an eventual return to Liberia, the country he called his second home.

(CNN) -- Ukrainian President Petro Poroshenko outlined a program of social and economic reforms Thursday that he said are aimed at preparing his country to apply for EU membership in 2020.
Since he took office in June, Poroshenko has pursued a pro-European agenda despite opposition from Russia.
"This program foresees about 60 reforms and special programs that will allow Ukraine to prepare for submitting in six years a bid for membership of the European Union," he said, according to national news agency Ukrinform.

Poroshenko also told reporters Thursday in Kiev that a nearly three-week-old ceasefire between Ukraine's military and pro-Russia rebels in the country's east is holding.
This, he said, was "the first day in many many weeks and months when Ukrainians have not had a single person killed, and not a single person wounded."
Poroshenko said he expected to hold a meeting with Russian President Vladimir Putin within the next three weeks.
He did not specify the venue of the meeting, just saying that it would be held in Europe.
Minsk deal
The ceasefire deal was agreed to following a phone conversation between the two leaders and negotiations between representatives of Kiev, Moscow and the pro-Russia rebels in Minsk, Belarus.
Kiev and the West accuse Moscow of arming and supporting the rebels and of sending Russian troops over the border to fight with them.
The Ukrainian Parliament and the European Union last week ratified a political and economic agreement that also includes free trade provisions, though they won't come into force until the start of 2016.
Former Ukrainian President Viktor Yanukovych's decision to drop the EU Association agreement late last year in favor of closer ties with Moscow triggered the popular unrest that led to his ouster in February, followed by Russia's annexation of Ukraine's Crimea region a month later and months of deadly conflict in eastern Ukraine.
U.S. support
At the same time, Poroshenko appealed to the U.S. Congress for greater support for his military, but the request was rebuffed. The United States has sent nonlethal assistance such as blankets and night vision goggles, but won't provide lethal aid.
In his speech to the U.N. General Assembly Wednesday, President Barack Obama again promised that the United States and its allies would support Ukraine, while calling on Russia to follow "the path of diplomacy and peace."
U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov discussed the importance of a full and prompt implementation of the Minsk ceasefire agreement during a meeting Wednesday, a senior State Department official said.

(CNN) -- Keanu Reeves might need to tighten his home security system. According to the Los Angeles Police Department, the actor's home was invaded two times in three days.
On September 12, police responded to a burglary call in progress at Reeves' residence around 5 a.m. While nothing was taken from the home, a woman in her 40s was detained and later taken to a medical facility for further evaluation, according to the LAPD.
Reeves was home at the time of the incident.
Three days later, a different woman allegedly broke into the actor's home when the gates were left open from construction. Police say they responded to a call that a suspect was trespassing on his property around 10:13 a.m. When officers arrived, the woman seemed to be making herself at home, enjoying Reeves' pool.
That trespasser was found to be "erratic" and was also taken to a medical facility for evaluation. It isn't clear whether Reeves was at home when the second incident occurred.
Both home invasions are still ongoing investigations, and police say no one's been booked for a crime at this point.
A representative for Reeves did not immediately respond to a request for comment.

(CNN) -- The United States believes it has identified the ISIS militant in the video showing American journalist James Foley's killing, FBI Director James Comey said Thursday.
Comey did not publicly identify the man.
Since August, ISIS has beheaded Foley, American journalist Steven Sotloff and British aid worker David Haines, gruesomely showing their killings in videos posted online.
FBI officials believe the same militant speaks in all three videos.

In them, he wears a mask and is dressed head-to-toe in black. The militant wields a knife and speaks in a British accent.
U.S. analysts have said it's not possible to know from the videos who, exactly, carried out the killings. The pictures fade to black, and the slayings are not shown in their entirety.
In late August, British Ambassador Peter Westmacott said his country was close to identifying the ISIS militant. Westmacott didn't elaborate about the identity in the August 26 interview, which aired on CNN's "State of the Union" with Candy Crowley.
"We're putting a great deal into the search," Westmacott said at the time, referring to the use of sophisticated technology to analyze the man's voice.
ISIS, which calls itself the Islamic State, has been ramping up its threats against the United States and the West.
This summer, the group declared the establishment of a "caliphate," an Islamic state stretching across the territory it has conquered.
"The reason this is so important," Republican Rep. Ed Royce of California told CNN about the militant's identification, "is that there's close to 1,000 young men like this one from Britain who are fighting with this ISIS organization today, as well as 300 from the United States, approximately. And they hold these passports.
"The fact that they're willing to commit this kind of mayhem and murder -- and at the same time advocate coming back to Europe and coming to the United States and carrying out these attacks -- is the very reason why Interpol, why the British intelligence agencies, and the United States are working right now to track exactly who these young men are," he said.
Royce, who chairs the House Foreign Affairs Committee, said that authorities would be following up on the militant's contacts in Britain.
Foley disappeared on November 22, 2012, in northwest Syria, near the border with Turkey. At the time of his disappearance, he was working for the U.S.-based online news outlet GlobalPost. The video of his beheading was posted to YouTube on August 19.
Sotloff disappeared while reporting from Syria in August 2013. Thevideo of his death was posted September 2.
Haines was abducted in March 2013 near a refugee camp in Atmeh, Syria, where he was working to arrange for the delivery of humanitarian aid to people staying at the camp. A video of his deathwas posted online September 13.
