How a tragic accident turned fatal for Phil Hughes

(CNN) -- The shocking death of Phil Hughes, just days before the popular Australia cricketer would have turned 26, has left the sports world wondering one thing: How could this happen?

Hughes was wearing a helmet, but in a freak combination of circumstances, his head was turned away from the ball as it bounced up to him.

The ball came up below his helmet, outside his face guard, hitting him in a sensitive part of the neck. It smashed the critical vertebral artery, which carries blood from the heart up into the head.

"That caused the artery to split and for bleeding to go up into the brain," Australian team doctor Peter Bruckner said. "And he had a massive bleed into his brain."

While it's incredibly rare for such a thing to happen on a sports field, the injury is not that uncommon in some car crashes, medical literature suggests -- perhaps occurring in 1% to 3% of accidents. Other blunt trauma to the neck, or strangulation, can cause the same damage.

It's even possible for the artery to split with no obvious immediate injury, in what specialists call "spontaneous vertebral artery dissection."

If that happens, it can be less obviously traumatic than what happened to Hughes, leading to a slow leak rather than the massive bleeding that killed the athlete.

About one or 1.5 people in 100,000 suffer spontaneous vertebral artery dissection every year, a review of the literature suggests.

It's among the leading causes of strokes in people ages 45 and younger, the study finds.

Opec Secretary-General Abdallah Salem el-Badri: "We will watch how the market will behave"

The price of oil slumped after the Opec oil producers' cartel decided not to cut output at its meeting in Vienna.

Opec's secretary general Abdallah Salem el-Badri said they would not try to shore up prices by reducing production.

"There's a price decline. That does not mean that we should really rush and do something," he said.

Following the announcement Brent crude hit its lowest since August 2010, falling below $72 a barrel, before settling at $72.58.

The US benchmark dropped $4.64 to $69.05 a barrel, although market business slowed by midday in thinning Thanksgiving holiday business.

The 12 Opec members decided to maintain production at 30 million barrels per day as first agreed in December 2011.

"We don't want to panic. I mean it," said Mr el-Badri. "We want to see the market, how the market behaves, because the decline of the price does not reflect a fundamental change."

Crude oil prices have fallen 30% since June on sluggish global demand and rising production from the US.

The fall in the oil price has been causing concern for several members of the oil cartel, as most require a price above $80 a barrel to balance their government budgets and many need prices to be above $100 a barrel.

"Saudi Arabia and the Gulf states can resist for a while," said Simon Wardell, energy expert at Global Insight.

"They have significant financial assets that mean they can sustain a lower oil price. They can secure their budgets without a higher oil price."

Saudi Arabia is the largest producer within the Opec oil producing cartel.

The markets didn't expect OPEC to do much at this meeting.

Analysts here thought they might manage a resounding commitment to curb the excess production above the existing ceiling.

But the group didn't even do that.

Looking ahead the OPEC secretariat forecast non-OPEC supply next year to grow by more than the demand for oil.

That would squeeze the group even more, and aggravate the downward pressure on prices. Good news for OPEC's customers but very bad news for the more hard-pressed of its members - including Iran, Venezuela and Nigeria.

But even for those like Saudi Arabia that can manage at current prices, there comes a point below which even they will start to get uncomfortable.

So it will be no great surprise if we are back here in Vienna for an extra, unplanned meeting before long.

Shale threat

Analysts suggest the strategy of maintaining output may be aimed at retaining dominance of the market in the face of increasing shale oil production in the United States.

The shale boom has been one of the drivers behind the decline in the oil price.

But as the oil price dips, shale becomes less economical to produce.

If oil prices are allowed to remain low for some time that could cap shale production over the longer term. So keeping oil prices low may in fact make sense for Opec.

"The Saudis want Opec to remain relevant,'' said analyst Phil Flynn, speaking before the end of the meeting in Vienna. "The only way in their mind is to subdue the US shale producer."

(CNN) -- To many outsiders, cricket can seem like a pedestrian pursuit.

But the tragic death of Australian batsman Phil Hughes has prompted the "gentlemen's game" to ask itself serious and searching questions about safety.

The 25-year-old was struck on the head by a ball from fast bowler Sean Abbott during a state match in Sydney and died on Thursday from his injuries.

Tributes have flooded in for Hughes but the cricket family has also shown acute concern for Abbott, who, at just 22, has been shattered by his inadvertent role in a former teammate's death.

And a pair of former England fast bowlers are united in the hope that Abbott, who recently made his debut for Australia in the limited overs format, can eventually rebuild his career.

"I don't think there's anybody on this planet that could understand what Sean Abbott is going through," Steve Harmison, who took 222 Test wickets for his country, told CNN.

"You can be told, told and told it's not your fault but what that kid is going through is heartbreaking. From a bowling point of view, how does he do his job?

"He's 22-years-old, he's doing something he loves to do. Probably all he's ever wanted to do is play cricket and represent Australia. Deep down as an individual, is he going to be able to pull his boots on again and bowl a cricket ball?

"It would change my approach as a fast bowler if it was me. It would have to. You'd be frightened to let go of the ball. That's natural. We're not dealing with robots, we're dealing with human beings.

"It is just a freak accident. He'll never get over it but I hope for his sake that he can live a life that comes close to what he was expecting before what happened two days ago."

Harmison carved out a reputation as a formidable pace bowler during his seven-year international career with England, regularly hitting speeds of 90mph plus.

The native of Ashington in the north east of England earned the nickname 'Grevious Bodily Harmison' thanks to ferocious spells that included plenty of short balls.

He and Simon Jones were part of a venerated 2005 England attack that helped the country win a first Ashes battle against old foes Australia for 18 years.

And while both Harmison and Jones were united in their grief at Hughes' death, the pair believe the art of fast bowling -- built on aggression and intimidation -- should remain unchecked.

"The mindset of bowling is almost like you are going to war," Jones explained to CNN.

"It's my job when I'm representing my country to do my job to the best of my ability and it's the same for the opposing batter. I want to try and impose myself on the opposition.

"If you see a batter getting comfortable that's when you bowl him a short ball. Yes, you are aiming for the throat or the head but you don't mean to hurt anyone.

"It's aggression but controlled aggression. You bowl to a methodical plan, try and work a batter out and use whichever ball you have in your armory to get them out.

新華網北京１１月１３日電（記者曹筱凡）未來十年，中國對外投資額將高達１．２５萬億美元。“中國投資”已經成為推動全球經濟發展的一支可觀力量。而在東盟國家，這股力量顯得尤其有力。近幾個月來，從籌建亞洲基礎設施投資銀行到宣佈成立絲路基金，中國掀起東盟基礎設施投資熱潮。分析人士認為，為區域內互聯互通“造血”，將鑄造提振東盟各國經濟增長、推動中國國內產業升級的雙贏局面。

促進中國與東盟基礎設施投融資合作，是此次東亞領導人系列會議的重要經濟議題之一。專家認為，此舉將促進基礎設施聯通建設，為進一步提高地區貿易投資自由化和便利化水準，推進東盟經濟一體化夯實發展基礎。

面臨內部改革遭遇瓶頸、外部需求萎靡不振的東盟，在孕育全球增長新希望的同時，也被陳舊匱乏的基礎設施狀況所羈絆，基礎設施的缺位使製造業發展顯得吃力。

缺乏穩定的資金支援一直掣肘東盟國家基礎設施建設。未來五年，僅印尼就需超過１６００億美元的資金支持，而整個亞洲則需要８萬億美元，僅靠雙邊、多邊合作和現有的地區和多邊金融組織無法滿足這樣龐大的融資需求。

路透社援引市場分析師約翰·康普的話指出，歐美發達國家主導的國際貨幣基金組織（ＩＭＦ）、世界銀行以及其他地區性銀行已經跟不上發展步伐，不能滿足亞洲、非洲以及拉美等新興國家巨大的基礎設施建設需要，構建新的區域性金融機構，提供長期、穩定的資金支援十分必要。

１０月底，中國提出籌建亞洲基礎設施投資銀行的倡議並得到了廣泛支持。２１個亞投行首批意向創始成員國已簽署籌建亞投行備忘錄。亞投行將為東盟國家的交通、油氣管道、電網、資訊網等關鍵基礎設施的建設提供更靈活的資金支援，猶如一個巨大的“血庫”，為亞洲各國的發展和建設提供堅強後盾。

亞投行成立以後，將通過聯合融資等方式加強與現有多邊開發銀行的合作，在投資基礎設施建設過程中將引入ＰＰＰ（公私合作關係）模式。這一模式契合地區合作新動向，為滿足新的發展訴求提供了全新解決方案，搭建起經濟體之間、企業之間、公私之間的立體投融資框架，更大限度地啟動各種資源，對接供求關係。

全球基礎設施投資管理公司“Ｉ平方資本”合夥人高塔姆·班達裡認為，基礎設施投資有助於降低亞洲地區的生產成本，提升製造業和貿易的競爭力，推動該地區經濟強勁增長，亞投行的成立則顯然有助於幫助這些國家加快實現基礎設施的投資目標，未來有很大的發展空間。

隨著中國外匯儲備不斷增加、國內企業產能和技術的不斷進步，對外投資能力愈加強大、對外工程輸出的需求也愈加迫切。《日本經濟新聞》指出，中國將龐大的外匯儲備用於建設海外基礎設施，可以拉動國內基礎設施剩餘產能出口，取得“一箭雙雕”效果。

北京大學國發院中國宏觀經濟研究中心特約研究員陳建奇指出，中國在此領域的投資將發揮其承建高鐵、公路等基礎設施建設的比較優勢，促進水泥、鋼鐵等原材料及商品輸出，解決產能過剩，支持國內產業轉型升級及結構優化調整。

從亞洲各國情況看，基礎設施領域每投資１０億美元，可以創造１．８萬個就業崗位。總部位於悉尼的易資本（Ｅａｓｙ　Ｃａｐｉｔａｌ）市場總監羅伯特·西蒙說，中國對亞洲其他國家基礎設施建設的投資將帶動亞洲經濟創造新的輝煌。（參與記者：劉凡）

　　據中國之聲《央廣新聞》報導，教育部７月起啟動了“一師一優課、一課一名師”的活動。活動中，將有200萬名教師在國家教育資源公共服務平臺上“曬課”，其中２萬堂將被評選為“優課”。

　　根據活動要求，教師所提交的網上“曬課”內容應包括一堂完整課堂教學的教學設計、所用課件及相關資源或資源連結，有條件的教師還可以上傳課堂實錄和測評練習等。“優課”將覆蓋義務教育階段和普通高中各年級各學科各版本，可以為教師課前備課、課中上課、課後評價、教師專業發展等教育教學的各個環節提供參考和借鑒。地方各級教育行政部門將結合網上“曬課”和“優課”評選，組織看課評課，開展網路教研，形成“人人用資源、課課有案例”的教學應用環境。　　

　　據瞭解，曬課活動將針對整個覆蓋義務教育階段和普通高中各個年級、各個學科的各個版本，全國所有具備網路和多媒體教學條件的中小學校，包括小學、初中、九年一貫制學校、完全中學和普通高中等，各年級各學科的教師均可參加。

　　曬課活動將會在明年6月份完成，教育部有關負責人也說，這一項活動是為了充分調動各個學科的教師，在課堂教學中應用資訊技術的積極性和創造性，使每一位元教師都能夠利用資訊技術和優質的數位教育資源，至少來上好一堂課。同時，也使每堂課至少有一位優秀的教師能夠利用這種資訊技術和優質的數位教育資源來進行講授，形成一套覆蓋中小學各年級各學科各版本的生成性資源體系。（記者劉玉蕾）

In September dozens of private pictures of the actress were released on the web. Last month, she said the people who leaked the naked photos were guilty of a sex crime.

Speaking to Vanity Fair, she said: "It is not a scandal. It is a sex crime. It is a sexual violation. It's disgusting.

"The law needs to be changed, and we need to change. That's why these websites are responsible."

Other celebrities targeted in the first wave of leaks included Rihanna, Kate Upton, Selena Gomez and Kim Kardashian.

It's thought the photos were taken off the stars' iCloud accounts and were shared on websites such as Reddit and 4chan.

Apple later confirmed that some celebrities' iCloud accounts were broken into, but said it found no evidence that this was caused by a breach of its security systems.

Instead, they suggested that the victims' log-in details had been guessed.
